To run it locally, open index.html from a local web server (for example python3 -m http.server). Browsers only allow microphone access on secure (https) pages or a page served from your own computer.
Everything happens in your browser tab. The page loads no scripts, fonts or trackers from anywhere else and sends nothing over the network. Recordings live in memory until you download them, and they are gone when you close or reload the page.
Downloads are named recording-<date>.mp3, but the audio is in whatever format your browser's MediaRecorder produces by default (usually WebM/Opus in Chrome, Ogg/Opus in Firefox and MP4/AAC in Safari). Most players handle it fine. If a program refuses the file, rename the extension to match (.webm, .ogg or .m4a).
